Technology Searches

The most common commercialization transaction involves the retention of PHLburg by a Western company to search for specific technology solutions.  PHLburg performs this technology commercialization service by mobilizing its associates in Russia and the other FSU countries in the search.  PHLburg has developed several different search techniques, ranging from retaining outside experts, sponsoring competitions, and advertising, to using its network of officials, friends and grass root ties.  The result of the search is a comprehensive listing and description of all of the technologies being developed in Russia and the FSU that will satisfy the customer’s request.

Contracted Task Research

Multinational corporations retain PHLburg seeking qualified Russian scientists and research facilities to conduct both specific and ongoing research.  PHLburg searches for, qualifies, and introduces scientists to the company seeking specific services and facilities.  PHLburg assists in establishing and monitoring the specified research to help assure satisfactory results.

Russian Production - Western Distribution

Some of the technologies PHLburg commercializes have a greater economic potential if production is in Russia and distribution is in the West.  This technology commercialization method works best when a Western business can take advantage of inexpensive quality Russian labor and lower than world price raw materials.  In these situations, PHLburg, in addition to its technology transfer role, helps the parties by arranging for quality and timely production.

Licensing

International businesses retain PHLburg to assist in licensing Russian and FSU intellectual property.  PHLburg facilitates licensing:

  • As a representative of the multinational business, identifying technology the business has specified.  PHLburg is compensated by a fee and royalty payments.
  • As an agent for the inventor or owner, identifying a licensee and licensing the technology. PHLburg is compensated by royalty payments.

Further Development

Many of the technologies PHLburg identifies can have greater commercial value if they are developed to Western standards or for Western applications.  As the first step to technology commercialization, PHLburg helps Western companies contract with Russian inventors and scientists for the technology's further development.  PHLburg serves as project manager in the project’s developmental stage, and receives a fee for its services.

Prior Art

PHLburg represents companies and their intellectual property counsel in the search for prior art in the FSU countries. PHLburg searches published and unpublished patent files, publications, dissertations, seminar proceedings and the like to provide Western companies intellectual property advantages.

Organizational Structure

PHLburg has organized its offices and representatives in Russia and the other FSU countries so it can communicate its search requests to grass roots scientific organizations. PHLburg maintains relationships with Ministries, the Academy of Sciences, Funds for Science, and Governmental Organizations that fund science and businesses that develop technology in the countries in which it operates.
